Human Resource Development
The major objective of the human resource development (HRD) component of HSDP is to train and supply relevant and qualified health workers governed by professional ethics. It also aims to:
- Supply skilled manpower in adequate number to new health facilities
- Improve the capacity of the existing health manpower working at various levels
- Initiate and strengthen continuing education and in-service training
- Review and improve the curricula of some categories of health workers
- Rationalize the categories of personnel
In order to meet these objectives, the training capacity was increased and strengthened.
- Two institutions, Alemaya and Dilla University, started offering diploma and degree level health worker training programmes.
- New training programmes and schools under Regional Health Bureaus were started in Arbaminch, Gambella, Jijiga, Borena and Benishangul Gumuz.
- A number of training institutions were expanded and rehabilitated; training materials were provided to those institutions.
- Teachers were provided with pedagogic training and several training curricula were revised.
The HRD strategic plan has played a critical role in the significant number of graduating health officers and nurses. Moreover, the achievement in the training of primary health care workers is noteworthy.
