Medical Services Directorate (MSD)

Ethiopia has been implementing the Health Sector Development Programme (HSDP) since 2005. As such, there has been encouraging improvements in the coverage and utilisation of the services over the periods of implementation of the HSDP I, II and III. However, there is still a significant gap in terms of access and quality of services provided to communities. Moreover, the community remains dissatisfied with the services being provided.

With that in mind, the Federal Ministry of Health has started implementing the newly designed work processes based on the principles of business process reengineering in order to bring dramatic results.

The health care delivery core process is one of the eight core process being implemented by the Ministry. This core process has got two versions: health promotion and disease prevention, and curative and rehabilitate services.


The curative and rehabilitative service, which is referred as Medical Services, is mandated to ensure quality, affordable and accessible medical services nationwide.

The main objective of the Medical Services Directorate is to minimise morbidity and mortality inflicted by common health problems, by providing accessible, equitable, affordable and customer-focused medical services in health centres and hospitals.

The directorate collaborates with diverse groups including patients seeking medical services or at risk of health problems, general public, regional health bureaus, health care providers and facilities (both public and private), health professional associations, governments as well as bilateral and multilateral organisations in order to effectively carryout its mandates.

Specific Objectives

· Ensure all health centres and hospitals provide accessible, equitable and affordable medical services, thus maximising customer satisfaction

· Develop protocols and standard operating procedures for emergency, out-patient and in-patient services

· Build the capacity of Regional Health Bureaus in regards to leadership and management of medical services

· Build the capacity of health centre and hospital staff to enable them provide patient-centred care

Major Roles and Responsibilities

· Develop treatment protocols for health care providers working in different sectors at health centres and hospitals

· Develop training manuals for all types of health care providers working at health centres and hospitals

· Provide training of trainers all health care providers working at health centres and hospitals

· Assist Regional Health Bureaus to expand health services

· Provide supportive supervision to Regional Health Bureaus and health care providers in various health facilities

· Perform monitoring and evaluation activities on health services provided within health centre and hospitals

· Reform health centres and hospitals regularly

Case Teams

The Medical Services Directorate has two case teams.

Hospital Care Team

This team closely works with specialised and general hospitals in order to secure quality, effective and accessible medical care.

Primary Health Care Team

This team collaborates with primary hospitals and health centres to provide quality, effective and accessible medical care.
