Health Sector Reform Directorate

The Ethiopian government recognised that public service was not at an optimum level and needed a radical change. As such, the Federal Ministry of Health completed the design of the new Business Process Re-engineering (BPR) in order to provide excellent health care services to its customers.

Under the supervision of the Directorate General of the Office of the Minister, the Health Sector Reform Directorate would seek to ensure successful implementation of all designed core and support processes of the BPR. The Directorate would also be responsible for coordinating, monitoring and evaluation activities the implementation process as well as supporting the executive committee/ council of the directors in making informed decisions and interventions.

 

Objectives

Coordinate the provision of technical and material support in the BPR implementation process

Ensure the adoption of processes and implementation tools (manual/SOPs) within all Regional Health Bureaus

Ensure high level of commitment of the leadership and change agents at all levels


The Health Sector Reform Directorate has one case team comprising diverse expertise in promotion, communication, management as well as monitoring and evaluation.

 

Major Roles and Responsibilities

Develop and update implementation strategy and obtain endorsements from the executive committee

Monitor and evaluate the proper implementation and alignment of the core and support processes at both the federal (main directorate and agencies) and regional health bureaus level

Compile major achievements and paths in the implementation phases of the process in the health sector and communicate to the Joint Steering Committee

Compile information on major achievements and paths at various BPR implementation phases

Scale-up on best practices obtained during the BPR implementation process

Identify all highlights from the implementation strategy.

Ensure proper resource provision for the implementation of all processes

Ensure continuous improvements and the availability of change agents on every phase of the implementation process

Introduce a BSC and /or result oriented performance appraisal

Ensure the decisions and directions of the Council are included in the implementation process

Communicate the progress of health sector reform to the partners, customer to increase so as to increase satisfaction and commitment

Ensure leadership capacity at all levels
