Mission

To provide quality public financial management service in the health sector  by ensuring that all of the resources for which they are responsible are used for proper and approved purposes and that they are used in the most economical, efficient & effective way in conformance with all applicable government Laws.

Objectives

The overall objective of the finance and executive office of the ministry is listed below

  1. Provide financial management information to the management and stakeholders.
  2. Improve budget management and timely utilization of Funds.  
  3. Strengthen the internal control system  
  4. Close all the accounts at year end and Prepare periodic financial reports on time.
  5. Work for grants to be Audited on time and for a clean Audit report.

Role and Responsibility

The Finance and Executive office will have the following responsibility and role towards the achievement of the Health sector transformation plan.  

  • Play lead role for the management, control and follow-up of the budget allocated from the government and development partners.
  • Ensure the budget is utilized on time.
  • Ensure all Financial and budget management is done as per the rules and regulation of the government and partners agreement
  • Establish book of record for the approved budget
  • Control all activities are done as per the approved Budget
  • Work together with all directorates for the timely implementation and utilization of funds.
  • Prepare periodic Budget report and submit to all directorates
  • Cheek and approve all payments and fund transfers are done as per the rules and regulation of the government and the grant agreement made.
  • Prove cash control and monitoring task is done.
  • Ensure all procurements are done as per the procurement rules and regulation.
  • Ensure the existing accounting system is functioning
  • Ensure all daily financial transactions are registered and periodic reports are produced.
  • Ensure all health Budgets are expended for the intended purposes by strengthen the internal control system.
  • Ensure sound accounting system is in place.
  • Prove Segregation of duties are in practice
  • Collect all financial reports from the regions and other implementing bodies, review the reports and account the balance.
  • Conduct periodic supporting supervision in all implementing stakeholders and take corrective action when it is needed.
  • Ensure at the end of the budget year accounts are closed and periodic reports are produced  
  • Lead and Coordinate internal and External Audit processes and prepare Audit Action plan after the Audit report.
