The health Extension program and primary health care directorate are one of the directorates under the program wing in the Federal Ministry of Health. The main roles and responsibilities of the directorate are ensuring the realization of universal health coverage through support and follow-up of primary health care activities by developing the necessary guidelines and strategies as well as giving the necessary support to all regions in Ethiopia.
The directorate has 3 case teams under it, namely፡ The Health extension program and primary health care case team, the Health education and promotion case team as well as the Health center reform case team. Roles and responsibilities
- Organize, analyze, and implement information on health promotion and health education
- Planning health promotion and health education activities
- Identify the causes of behavioral and non-behavioral health problems by following a scientific approach, analyzing the program's strengths, weaknesses, pros, and cons, identifying vulnerable community groups and stakeholders, and Identify (primary, secondary, and tertiary target audience), assessment and intervention plan
- Base on the assessment result Design, implement and monitor the Health Promotion and Health Education Program Strategy.
- Gather the necessary logistics to implement the plan
- advocacy, community mobilization, and Preparing, testing, disseminating, monitoring, and evaluating, and health messages in print, audio, and audio-visual.
- Carry out precautionary, control, and prevention activities in collaboration with concerned health professionals regarding public health emergencies outbreaks
- Implement the Health Promotion and Health Education Program activities
- Implement Social behavioral communication, community mobilization, and advocacy work
- Conducting research activities
- Designing / Creating New Technologies
- Compiling and expanding best practices
- Organize and conduct health promotion and health education seminars, workshops, and other similar forums

- Celebrate different health days in collaboration with concerned directorates and different partners.

Role & responsibilities
- Enhance & sustain the implementation of health center reform with the mechanism of close follow-up & monitoring system.
- Sustain & enhance the implementation of Ethiopian Primary Health Care Alliance for Quality (EPAQ) as well as close follow up & monitoring
- Strengthen the implementation of the primary health care clinical guideline through close follow up & monitoring mechanism and with developed dashboard reporting tool
- Improve the implementation of clean and Safe Health facility/Infection Prevention and Control in health centers(CASH/IPC) with the collaboration of clinical service and hygiene/environmental health directorate
- Implement and follow-up the quality improvement in primary health care services of the health centers with the collaboration of the health sector quality service directorate
- Implement and follow-up clinical communication Skills in primary health care services of the health centers, in collaboration with the health sector quality service directorate
